Team Leader / Multidisciplinary Railway Specialist
Morpheous is seeking a Team Leader / Multidisciplinary Railway Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence.

Key Responsibilities
• Overall Project Leadership and Management: Lead and coordinate the entire consulting team across all three outputs, report to Client's representative, ensure deliverables address all tasks, manage team deployment and resource allocation, oversee quality assurance and ISO 9001 compliance
• Coordination and Liaison: Serve as primary point of contact with Client, coordinate with DED Consultant, liaise with investors and stakeholders, participate in and lead Coordination & Liaison Committee (CLC), facilitate technical coordination meetings and workshops
• Design Review, Vetting & Value Engineering: Oversee comprehensive multidisciplinary review of DED, ensure verification of compliance with APD, DBR, International Railways standards, international standards (UIC, AREMA, ASTM, AASHTO, BS, Chinese Standards), and ADB ESF 2024
• Lead Review of Major Components: Track alignment and geometry, track structure and permanent way, bridges/culverts/structures, signaling and train control systems, telecommunications and ICT, electrical power and traction systems, stations/buildings/facilities, environmental and social safeguards
• Value Engineering Leadership: Organize and facilitate minimum two formal VE workshops, lead systematic VE study to identify cost-effective alternatives, target 5-10% cost savings while maintaining safety/quality/performance, oversee Life-Cycle Cost Analysis (LCCA), ensure VE proposals integrated into final design
• Technical Review and Quality Assurance: Verify constructability and risk analysis, review and approve Master Issues Log (MIL), ensure structured review and comment management, validate design adequacy against operational requirements (160 km/h passenger, 120 km/h freight), confirm climate resilience integration, verify provisions for future 25kV electric traction
• Safeguards Compliance: Ensure all environmental, social, climate, and gender deliverables comply with ADB ESF 2024, oversee review and update of ESIA, ESMP, LARP/LURP, CRVA, GAP, SEP, GRM, and LMP
• Procurement Support: Lead preparation of Strategic Procurement Plan (SPP), ensure bidding documents comply with ADB Procurement Policy (2017), review contract packaging strategy, finalize BOQs/specifications/tender drawings, provide procurement support from advertisement to contract awards, ensure alignment with ADB Standard Bidding Documents
• Institutional Reform & Capacity Building (Output 2): Oversee comprehensive diagnostic assessment of Asset Owner and Operator, guide development of business model and business plan, lead identification of priority reforms, supervise implementation strategies, ensure organizational policy development, oversee IFRS compliance gap analysis and transition planning, guide capacity building and training programs
• Enhanced Financial Performance & Commercial Optimization (Output 3): Lead diagnostic assessment of PR's financial and commercial performance, oversee revenue diversification strategies, guide commercialization and real estate development initiatives, supervise PPP/concession structuring, ensure feasibility studies for priority commercial projects, lead multimodal terminal and logistics hub concepts
• Reporting and Documentation: Prepare and submit Inception Report within 1 month, ensure monthly progress reports by 5th of each month, oversee all deliverables per payment schedule, issue formal Certificate of Compliance and Readiness, prepare Final Project Completion Report
• Economic and Financial Analysis: Oversee financial analysis and sustainability assessment per ADB guidelines, lead economic analysis per ADB's Guidelines for Economic Analysis of Projects, ensure financial management assessment of agencies, review and validate cost estimates and financing plans
• Change Management and Knowledge Transfer: Support MoR and PR leadership in change management, ensure effective knowledge transfer to counterpart staff, mentor internal trainers through Training-of-Trainers (ToT) programs, facilitate capacity development monitoring
Qualifications
Postgraduate degree in Civil/Railway Engineering Key Technical Competencies Required:
• Multidisciplinary Railway Engineering: Deep understanding across civil, track, structures, systems, and operations
• International Standards: Extensive knowledge of UIC, AREMA, ADB, and other international railway standards
• Project Management: Proven ability to manage large, complex IFI-funded projects
• Value Engineering: Expertise in systematic VE methodology
• Safeguards Compliance: Understanding of ADB ESF 2024 and environmental/social safeguards
• Procurement: Knowledge of ADB procurement regulations and FIDIC contracts
• Institutional Reform: Experience with railway sector reforms and commercialization
• Leadership: Strong leadership, coordination, and communication skills
Additional Informations
Work Arrangement:
• Minimum 60% of total monthly contribution to be on-site at field offices
• Lead all major workshops, coordination meetings, and stakeholder engagements
• Provide continuous oversight throughout the 18-month assignment
