Telecom and ICT Expert

Morpheous is seeking a Telecom and ICT Expert to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. The expertise should include as a minimum 12 or more years in fiber optic cable networks, telecom architecture, NMS and robust experience in the reviews telecom backbone, redundancy, integration with control systems.

Key Responsibilities

• Design Basis Review: Review APD and DED design basis, assumptions, and system philosophy for telecommunication systems. Verify compliance with international railway telecom standards, Pakistan Railways requirements, and APD recommendations 

• Network Infrastructure Assessment: Assess LTE-R, MPLS, OFC (48-core), SDH/STM upgrades, and system redundancy for reliability and interoperability 

• Telecom Facilities Review: Review layout and design of telecom operation centers, exchanges, BTS/BSC, Central Telecom Workshop (CTW), CCTV surveillance systems, and data centers 

• Data Center Design: Evaluate data center design including capacity, redundancy, cooling, power backup, disaster recovery, and integration with NMS and railway operations. If data center design not included in DED, carry out data center design along with specifications and safety requirements (Tier III data center required) 

• Fail-Safe and Redundancy: Evaluate fail-safe design, contingency protocols, fault tolerance, and power backup arrangements for uninterrupted operation 

• Value Engineering: Conduct value engineering and optimization for cost efficiency, operational performance, and equipment layouts 

• Operation and Maintenance: Assess O&M aspects including accessibility, monitoring, maintenance planning, and long-term sustainability 

• System Integration: Ensure integration with signaling, interlocking, rolling stock communications, traction power, and other railway systems. Resolve interface conflicts 

• Passenger Communication Systems: Review passenger and staff communication systems including Wi-Fi, internet, mobile coverage, bandwidth, and quality of service 

• OFC Network Review: Review fiber optic cable (48-core) network design, routing, splicing, and protection schemes 

• LTE-R System: Assess LTE-R (Railway-specific LTE) system design for voice and data communications 

• CCTV and Surveillance: Review CCTV surveillance system design for stations, yards, and critical infrastructure 

• Network Management System: Evaluate NMS design for monitoring, fault management, and performance optimization 

• Gap Identification: Identify and communicate shortcomings, gaps, or inconsistencies in DED. Provide recommendations for improvement while noting responsibility for overall design remains with DED Consultant

Qualifications

• BSc in Telecommunication engineering or equivalent Key Technical Competencies Required 

• Telecommunications Engineering: Expert knowledge of modern telecom systems for railways 

• Fiber Optic Networks: Deep understanding of OFC network design, DWDM, SDH/SONET 

• LTE-R Technology: Specific knowledge of railway-dedicated LTE (LTE-R) systems 

• Network Architecture: Expertise in MPLS, IP networking, and redundant network design 

• Data Centers: Knowledge of data center design, Tier classifications, and HVAC/power requirements 

• CCTV Systems: Understanding of surveillance system design and integration 

• Network Management: Experience with NMS platforms and fault management systems 

• Railway-Specific Telecom: Understanding of railway operational communication requirements 

• Cybersecurity: Knowledge of telecom network security and protection measures

Additional Informations

Work Arrangement: 

• Minimum 60% on-site presence for field verification 

• Coordinate with Track Design Specialist, Bridge Engineer, and Geotechnical Expert 

• Participate in site visits and alignment verification activities
