Railway Maintenance Specialist

Morpheous is seeking a Railway Maintenance Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. We are seeking your knowledge and extensive expertise in in railway maintenance planning, maintenance-of-way (MoW), track & structure upkeep, mechanized maintenance systems, maintenance depots, lifecycle costing practices. In addition, this position should also be prolific in evaluating maintainability of designs, development of maintenance strategy, review of PR maintenance capacity, integration of predictive/condition-based maintenance approaches.

Key Responsibilities

• Track Maintenance Framework Review: Conduct detailed technical review, verification, and gap analysis of all Track Maintenance deliverables submitted by DED Consultant. Assess compliance with APD, DBR, Pakistan Railways maintenance strategy, international good practice, and project operational requirements 

• Maintenance Organization Assessment: Assess proposed Track Maintenance Organization Structure including hierarchy, functional responsibilities, supervision mechanisms, and coordination among TMD, Work Area, and Work Zone 

• Manpower Planning Review: Evaluate Manpower Planning & Staffing Schedule including staffing norms per km, personnel qualification requirements, and balance of technical, supervisory, and support staff 

• Facilities and Infrastructure: Review Facility Layouts & Infrastructure Requirements covering depots, workshops, sheds, offices, storage facilities, utilities, and communication systems 

• Machinery and Equipment Verification: Verify Machinery & Equipment Plan including specifications, allocation, adequacy, and alignment with mechanized maintenance needs 

• Inspection System Evaluation: Evaluate Track Inspection & Monitoring System including inspection frequencies, technologies (inspection cars, rail flaw detectors, digital tools), and data accuracy 

• Maintenance Planning Framework: Define Mechanized Maintenance Planning & Scheduling Framework including preventive, corrective, and emergency maintenance procedures and KPIs 

• Organizational Arrangements: Assess proposed Track Maintenance organization including divisional and HQ-level arrangements and zone-wise TM offices 

• Tools and Equipment: Review Tools, Plants, and Vehicle Requirements ensuring adequacy, proper allocation, and suitability for field operations 

• Training and Capacity Building: Evaluate Training & Capacity Building Plan including modules for machine operation, safety training, inspections, certifications, and refresher courses 

• Data Management Systems: Review Maintenance Data Management & Reporting System including digital recordkeeping formats, reporting structures, dashboards, and centralized monitoring 

• Safety and Quality Management: Assess Safety & Quality Management Plan including field safety procedures, inspection standards, and quality assurance protocols 

• Implementation and Costing: Verify Implementation Schedule & Cost Estimates including phasing, procurement requirements, and investment needs 

• Alternative Maintenance Models: Evaluate and compare alternative maintenance models including public sector delivery, hybrid approaches, and private-sector outsourcing. Assess relevant regional and international best practices in maintenance reforms 

• Maintenance Model Recommendation: Recommend most suitable maintenance model for Pakistan Railways along with required updates to design, staffing, tools, depots, machinery, and operational arrangements 

• Gap Identification: Identify deficiencies, inconsistencies, or gaps in DED Consultant's proposals and provide technically justified recommendations

Qualifications

• Relevant Engineering Degree. Key Technical Competencies Required 

• Railway Maintenance Management: Deep expertise in railway infrastructure maintenance planning and execution 

• Mechanized Track Maintenance: Knowledge of modern track maintenance machinery (tamping machines, ballast cleaners, rail grinders) 

• Predictive Maintenance: Understanding of condition-based and predictive maintenance technologies 

• Maintenance-of-Way (MoW): Experience with comprehensive track and structure maintenance programs 

• Asset Management: Knowledge of railway asset management systems and lifecycle optimization 

• Organizational Development: Ability to design maintenance organizations and staffing structures 

• KPI Development: Experience creating maintenance performance indicators and monitoring systems 

• International Best Practices: Knowledge of global railway maintenance standards and practices 

• Outsourcing Models: Understanding of various maintenance delivery models including PPP arrangements

Additional Informations

Work Arrangement: 

• Minimum 60% on-site presence for field verification 

• Coordinate with Track Design Specialist, Bridge Engineer, and Geotechnical Expert 

• Participate in site visits and alignment verification activities
