Senior Environmental Safeguards Specialist


Morpheous is seeking a Senior Environmental Safeguards Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally, you would have minimum 15 years of experience with international safeguards policies (SPS, ESF), would have led preparation or review of ESIAs and ESMPs for at least three large-scale linear infrastructure projects. In addition, your experience in South Asia will be an additional advantage.

Key Responsibilities


• Environmental Baseline Survey Review: Critically review all environmental baseline surveys completed by DED Consultant. Review and update baseline data for air quality, noise, vibration, water resources, ecology and biodiversity, soil contamination, and cultural heritage 

• Gap Filling and Supplementary Surveys: Where gaps exist, carry out necessary additional surveys, modeling, consultations, and data collection to ensure full compliance with ESF 2024 requirements. Conduct supplementary surveys where baseline information is missing, outdated, or insufficient 

• Modeling Verification: Verify all modeling assumptions (noise, vibration, emissions, hydrology) and update where required 

• ESIA Review and Update: Review and update impact assessments of direct, indirect, induced, and cumulative impacts. Carry out additional modeling (air, noise, vibration, hydrological) as needed. Ensure meaningful analysis of project alternatives is included; if absent or insufficient, prepare or strengthen accordingly 

• ESMP Development: Verify all mitigation measures are specific, achievable, costed, measurable, and time-bound. Review ESMP for full alignment with ESF 2024 including clear monitoring indicators, defined responsibilities, capacity-building needs, emergency preparedness, contractor management, grievance redress, and provisions for vulnerable groups 

• Construction and Operational HSE: Integrate construction and operational phase Health, Safety & Environment (HSE) measures into ESMP 

• Climate Risk Assessment: Ensure all CRVA recommendations are integrated into engineering design. Where CRVA is incomplete or missing, prepare the CRVA. Update or prepare climate scenarios using latest regional models. Reassess drainage, embankment, bridge, culvert, and material design for climate resilience 

• Climate Adaptation Measures: Verify heat-resistant rail materials, cooling/ventilation of technical rooms, and flood protection levels. Prepare/update CRVA Report and ensure adaptation measures are costed and included in BOQs 

• Environmental Compliance: Confirm compliance of DED with national laws, ADB's Environmental Health Safety Guidelines (EHSG), Good International Industry Practice (GIIP), and ESF 2024. Where non-compliance identified, update designs, specifications, and mitigation measures 

• CRVA Integration: Verify incorporation of CRVA recommendations (flood, heat, seismic resilience) into structural and drainage design 

• Universal Accessibility: Confirm universal accessibility (UNCRPD/ESF 2024) in stations, depots, and public areas 

• Safety-in-Design: Review and update Safety-in-Design provisions for both construction and operation phases 

• BOQ Integration: Ensure environmental and OHS mitigation measures are reflected in BOQs, drawings, and technical specifications 

• Seismic Standards: Review structural adequacy against seismic standards and update where needed 

• GHG Assessment: Estimate GHG emissions for baseline and project scenarios (diesel vs. electrified operations) 

• Air Quality and Noise Surveys: Conduct air-quality and noise-level surveys (≥10 locations per major urban area, ≥12 hours each) 

• ESF 2024 Compliance Output: Ensure all safeguard deliverables including ESIA, ESMP, CRVA are fully compliant with ADB ESF 2024, national regulations, and GIIP. Where DED Consultant has not addressed requirements, take full responsibility for additional surveys, studies, modeling, consultations, and documentation

Qualifications


• BSc/MSc in Environmental Science/Engineering Key Technical Competencies Required 

• Environmental Impact Assessment: Expert knowledge of ESIA methodology and ESF 2024 requirements 

• ADB Safeguards: Deep understanding of ADB Environmental and Social Framework (ESF 2024) 

• Environmental Modeling: Proficiency in air quality, noise, vibration modeling software 

• Climate Risk Assessment: Experience conducting climate vulnerability assessments for infrastructure 

• Ecology and Biodiversity: Understanding of ecological surveys and biodiversity assessment 

• Environmental Monitoring: Knowledge of environmental monitoring programs and KPIs 

• Mitigation Design: Ability to design environmental mitigation and management measures 

• GHG Accounting: Experience with greenhouse gas emissions estimation 

• Regulatory Compliance: Knowledge of Pakistan environmental laws and international standards 

• Stakeholder Engagement: Skills in environmental consultation and disclosure

Additional Informations


Work Arrangement: 

• Field surveys and baseline data collection along 480 km corridor 

• Coordinate with Social Safeguards Specialist and design engineers 

• Participate in stakeholder consultations
