Railway O&M Management Specialist


Morpheous is seeking a Railway O&M Management Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally you would have 15+ years in O&M of national railways and extensive experience in reviewing PR processes, SOPs, maintenance regimes and strategized asset management reforms.

Key Responsibilities


• O&M Process Review: Review PR's existing operation and maintenance processes, SOPs, and organizational structures for infrastructure, rolling stock, and systems 

• Asset Management Assessment: Assess current asset management practices including inventory systems, condition monitoring, lifecycle management, and replacement planning 

• Maintenance Regime Evaluation: Evaluate current maintenance regimes for track, structures, rolling stock, signaling, and electrical systems. Identify gaps between current practices and international best practices 

• Preventive Maintenance Review: Review preventive, corrective, and emergency maintenance procedures and their effectiveness 

• Depot and Workshop Operations: Assess depot and workshop operations including workflow, equipment utilization, spare parts management, and turnaround times 

• Maintenance Data Systems: Review maintenance data collection, analysis, and reporting systems. Assess use of CMMS (Computerized Maintenance Management Systems) 

• Performance Indicators: Develop O&M performance indicators and KPIs aligned with international railway standards 

• Maintenance Cost Analysis: Analyze maintenance costs and identify opportunities for cost reduction and efficiency improvement 

• Mechanization and Technology: Assess opportunities for mechanization and technology adoption in maintenance operations 

• Outsourcing Assessment: Evaluate potential for outsourcing non-core maintenance activities while ensuring quality and safety 

• Safety in Maintenance: Review safety procedures and protocols for maintenance activities including work near live tracks and electrical systems 

• Skills and Training: Assess maintenance workforce skills and identify training needs for modern maintenance practices 

• Spare Parts Management: Review spare parts inventory, procurement, storage, and distribution systems 

• Maintenance Facilities: Assess adequacy of maintenance facilities, tools, and equipment for post-upgrade operations 

• Environmental Considerations: Ensure maintenance practices comply with environmental requirements including waste management and pollution control 

• Integration with Design: Ensure DED incorporates maintainability considerations and that designs facilitate efficient O&M 

• O&M Planning for : Develop comprehensive O&M plan for post-upgrade including organizational structure, staffing, equipment, facilities, procedures, and budget 

• Best Practice Implementation: Recommend implementation of international best practices in railway O&M adapted to Pakistan context 

• Change Management Support: Support PR in transitioning to improved O&M practices including organizational change and cultural shift

Qualifications


• BSc in Civil Engineering Key Technical Competencies Required 

• Railway Operations: Deep understanding of railway operations and service delivery 

• Maintenance Management: Expert knowledge of maintenance planning, scheduling, and execution 

• Asset Management: Understanding of railway asset management frameworks (ISO 55000) 

• CMMS: Experience with computerized maintenance management systems 

• Reliability Engineering: Knowledge of RAMS (Reliability, Availability, Maintainability, Safety) 

• Lifecycle Management: Understanding of asset lifecycle and total cost of ownership 

• Maintenance Technologies: Knowledge of modern maintenance technologies and predictive maintenance 

• Process Improvement: Skills in process analysis and improvement methodologies (Lean, Six Sigma) 

• International Standards: Familiarity with international railway O&M standards and practices
