Railway Economist / Business Plan Specialist


Morpheous is seeking a Railway Economist / Business Plan Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally, you would be having a minimum 15 years of experience in developing business plans, tariff models, and commercial strategies for railways or large transport infrastructure.

Key Responsibilities


• Economic Analysis: Conduct economic analysis of project following ADB's Guidelines for Economic Analysis of Projects. Identify economic benefits including environmental impacts, poverty reduction, increased living standards, development benefits, public health benefits, and GHG emission reductions 

• Financial Analysis: Conduct financial analysis and financial sustainability assessment of Project in accordance with ADB's Technical Guidance Note for Financial Analysis and Evaluation 

• Business Plan Development: Prepare comprehensive business plan for Pakistan Railways post- including vision, mission, commercial strategy, financial projections, and implementation roadmap 

• Revenue Forecasting: Develop detailed passenger and freight demand forecasts and revenue projections considering modal shift, economic growth, and service improvements 

• Cost Modeling: Develop comprehensive cost models for operations, maintenance, and capital investments 

• Tariff Strategy: Develop tariff models and pricing strategies for passenger and freight services balancing cost recovery, affordability, and competitiveness 

• Commercial Strategy: Develop commercial strategy for increasing freight market share, improving passenger services, and maximizing non-fare revenues 

• Financial Projections: Prepare detailed financial projections including income statements, cash flow statements, and balance sheets for 20-30 year horizon 

• Sensitivity Analysis: Conduct sensitivity analysis and scenario planning for key financial and operational assumptions 

• Cost-Benefit Analysis: Conduct cost-benefit analysis for various business model options and reform initiatives 

• Subsidy Analysis: Analyze subsidy requirements and develop transparent subsidy mechanisms including PSO framework 

• Investment Analysis: Evaluate investment requirements and financing options including private sector participation 

• Non-Fare Revenue: Identify and quantify non-fare revenue opportunities including real estate, advertising, logistics services, and commercial development 

• Benchmarking: Benchmark financial and operational performance against comparable international railways 

• Modal Shift Analysis: Analyze potential for modal shift from road to rail and quantify associated economic and environmental benefits 

• Affordability Assessment: Assess affordability of services for different user segments and develop inclusive pricing strategies 

• Risk Assessment: Identify and assess financial and commercial risks and develop mitigation strategies 

• Performance Indicators: Develop financial and commercial KPIs and monitoring frameworks 

• Implementation Planning: Develop phased implementation plan for commercial reforms and business model transformation

Qualifications


• Master's in Transport Economics, Finance, or Business Key Technical Competencies Required 

• Transport Economics: Expert knowledge of transport economics and demand forecasting 

• Financial Modeling: Advanced financial modeling and analysis skills 

• Railway Business Planning: Experience developing business plans for railways 

• Tariff Design: Understanding of tariff structures and pricing strategies for railways 

• Cost Analysis: Ability to develop and analyze railway cost structures 

• Economic Appraisal: Knowledge of economic appraisal methodologies for infrastructure 

• Market Analysis: Skills in market research and demand analysis 

• Financial Analysis: Proficiency in financial statement analysis and projections 

• Risk Analysis: Experience with risk assessment and sensitivity analysis 

• ADB Guidelines: Familiarity with ADB economic and financial analysis guidelines

Additional Informations


Work Arrangement: 

• Coordinate closely with Institutional Reform Specialist 

• Engage with PR financial and commercial departments 

• Participate in business model development workshops
