Financial Management & IFRS Specialist
Morpheous is seeking a Financial Management & IFRS Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally, you would be having a minimum 15 years of hands-on experience in public sector accounting and IFRS transition and also must have conducted gap analyses and developed transition plans for large SOEs. A Professional accounting qualification (CPA, ACCA, CA) will be an excellent preference.

Key Responsibilities
• Financial Management Assessment: Conduct financial due diligence of executing and implementing agencies in accordance with ADB requirements. Assess capacity for planning and budgeting, management and financial accounting, reporting, auditing, internal controls, and information systems
• Disbursement Arrangements: Review proposed disbursement and funds-flow arrangements
• Financial Risk Rating: Conclude on financial management risk rating and identify measures for addressing deficiencies
• Cost Estimates and Financing Plan: Support preparation and agreement of cost estimates and financing plan based on verifiable data sufficient for project implementation
• Financial Projections: Prepare financial projections and conduct financial analyses of executing and implementing agencies and incremental recurrent costs to determine financial sustainability
• Tariff and Cost Recovery: Review proposed cost-recovery and tariff policies including affordability
• Financial Evaluation: Conduct financial evaluations (financial cost-benefit analyses) including sensitivity analyses of project components with cost-recovery objectives
• Financial Performance Indicators: Where significant risks identified to financial sustainability or viability, propose relevant financial performance indicators for incorporation in financial covenants
• Financial Reporting Arrangements: Assess and reach agreement on financial reporting, auditing, and public disclosure arrangements. Identify arrangements for receiving financial statements from executing/implementing agencies
• BOQ and Cost Estimate Review: Review robustness of project's financial baseline as reflected in finalized BOQs and cost estimates ensuring sufficiency for project implementation and value for money
• IFRS Gap Analysis: Conduct detailed gap analysis between PR's current accounting practices and IFRS requirements
• IFRS Transition Plan: Develop phased transition plan including changes to charts of accounts, accounting policies, and IT systems
• IFRS Training: Develop training materials and conduct extensive workshops for PR's finance staff on IFRS principles and application
• Implementation Support: Provide hands-on support to prepare PR's first set of IFRS-compliant financial statements and develop sustainable internal capacity for ongoing compliance
• Accounting Systems Review: Review current accounting systems and recommend improvements for IFRS compliance and modern financial management
• Internal Controls: Assess internal control systems and recommend strengthening measures
• Audit Function: Review internal and external audit functions and recommend improvements
• Financial Information Systems: Assess financial information systems and recommend technology solutions for improved financial management
• Budget Management: Review budget preparation, execution, and monitoring processes
• Cash Management: Assess cash management and treasury functions
Qualifications
• Relevant degrees in Economics/Finance/Accountancy. Professional accounting qualification (CPA, ACCA, CA) Key Technical Competencies Required
• IFRS: Expert knowledge of International Financial Reporting Standards
• Public Sector Accounting: Deep understanding of public sector accounting practices
• Financial Management: Comprehensive knowledge of financial management systems and controls
• Accounting Transition: Experience managing transitions to new accounting standards
• Financial Analysis: Strong financial analysis and diagnostic skills
• ADB Requirements: Understanding of ADB financial management requirements
• Capacity Building: Skills in training and capacity development for finance staff
• Internal Controls: Knowledge of internal control frameworks (COSO, etc.)
• Audit: Understanding of internal and external audit processes
• Financial Systems: Familiarity with financial management information systems
Additional Informations
Work Arrangement:
• Close engagement with Client's finance and accounting departments
• Coordinate with Railway Economist on financial projections
