Senior Procurement & Contracts Specialist
Morpheous is seeking a Senior Procurement & Contracts Specialist to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally, you would be having a minimum 15 years of experience with IFIs' procurement framework (preferably ADB's), have experience with OCB methods with international advertisement, FIDIC contracts, and preferably PPP procurement and bid evaluation using merit point criteria and must have prepared/revised tender documents for at least two major IFI-funded infrastructure projects.

Key Responsibilities
• Strategic Procurement Plan: Review, assess, and prepare overall procurement strategy ensuring alignment with ADB Procurement Policy (2017) and Procurement Regulations for Borrowers. Review contract packaging strategy including number of packages, separation of civil works and systems, and suitability for attracting qualified bidders
• Packaging Strategy Evaluation: Evaluate packaging for interface management efficiency minimizing risks between civil, systems, power, signaling, telecom, and rolling stock components. Assess packaging based on construction sequencing, market capacity, opportunities for optimization, and risks
• Procurement Phasing: Verify procurement phasing and implementation schedule are logical, achievable, and minimize disruption to railway operations. Check alignment between construction timelines, procurement lead times, and equipment delivery schedules
• SPP Preparation: Prepare or finalize Strategic Procurement Plan (SPP) using ADB templates in consultation with Client
• Market Assessment: Review relevant procurement laws, policies, manuals, and regulations. Conduct interviews with Client and stakeholders. Support Client in market engagement including information sessions, RFI, or consultations with potential bidders
• Stakeholder Workshops: Hold workshops to discuss procurement strategies, packaging options, key risks, and mitigation measures
• Sustainable Procurement: Introduce sustainable procurement measures and ensure integration into specifications, BOQs, and bid documents
• Risk Mitigation: Apply risk mitigation through appropriate packaging, design optimization, and sequencing
• Procurement Plan Finalization: Prepare or finalize Procurement Plan using ADB's standard template reflecting optimized design, phasing, and packaging decisions. Ensure all sustainable procurement, safeguard, HSE, and gender requirements incorporated
• Bidding Documents Review and Finalization: Review and finalize bidding documents for all identified procurement packages. Ensure documents contain all ADB safeguard requirements and balanced risk allocation. Finalize bidding data sheet, evaluation and qualification criteria using Merit Point Criteria, bidding forms including BOQs, client's requirements, and conditions of contract
• BOQ Review: Review and update BOQs to ensure ADB-compliant structure, measurable units, clear scope, and inclusion of safeguard and HSE items. Ensure consistency across all procurement documents
• Tender Drawings Review: Review tender drawings for completeness, packaging, numbering, and compliance with ADB tender documentation standards reflecting design optimization and value engineering
• Bid Documents Update: Update bid documents (ITB, BDS, GCC, PCC, BOQs, drawings, bid forms) to align with ADB SBD format and mandatory clauses
• Safeguards Integration: Ensure integration of ADB safeguard requirements (EMP, SMP, GAP, LARP, OHS, IPDP) into BOQs, specifications, and bid documents
• Specifications Review: Review and update Technical Specifications Manual to match ADB formatting, clarity, enforceability, and cross-referencing requirements
• Cost Estimates: Review and update cost estimates to meet ADB-required formats, breakdown structures, contingencies, taxes, insurances, and reporting formats
• Procurement Support: Provide intermittent procurement support from advertisement to contract awards for hiring of contractors and PMC. Support includes ensuring timely ADB no-objections, maintaining proper documentation, preparing invitations for bids, organizing pre-bid meetings, preparing replies to clarifications, bid opening, evaluation, and award
• Pre-Bid Support: Assist in preparing for and conducting pre-bid meetings and site visits. Support EA in managing and responding to all technical queries from bidders
• Bid Evaluation: Assist technical and financial bid evaluation and drafting evaluation reports. Provide recommendations on technical aspects of qualified bidders and proposals
• Contract Finalization: Participate in contract finalization or negotiation meetings with successful bidders. Assist in finalizing contract awards and notifying unsuccessful bidders
• Transparency and Confidentiality: Ensure procedural transparency, secure confidentiality of information, and strict adherence to ADB's and national guidelines for procurement
Qualifications
• Degree in Engineering, Quantity Surveying, Law, or Procurement Key Technical Competencies Required
• ADB Procurement: Expert knowledge of ADB Procurement Policy (2017) and Procurement Regulations
• FIDIC Contracts: Deep understanding of FIDIC contract forms (Red, Yellow, Silver Book)
• Procurement Strategy: Experience developing procurement strategies and packaging for large infrastructure
• Bid Document Preparation: Extensive experience preparing tender documents for international competitive bidding
• Merit Point Criteria: Knowledge of merit point criteria for bid evaluation
• Contract Administration: Understanding of contract management and administration
• PPP Procurement: Experience with PPP/concession procurement processes
• Quantity Surveying: Skills in BOQ preparation and cost estimation
• Risk Allocation: Understanding of risk allocation in construction contracts
• Market Knowledge: Understanding of contractor and supplier markets
Additional Informations
Work Arrangement:
• 9 person-months over Client office based assignment period
• Available for procurement support throughout contract duration
• Coordinate closely with all technical specialists on specifications and BOQs
• Lead procurement planning workshops and bid evaluation support
