Land & Real Estate Commercial Development Expert
Morpheous is seeking a Land & Real Estate Commercial Development Expert to join its India team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally, you would be having a minimum 12+ years in railway land asset development, Transit Oriented Development, commercial leasing and have experience in developing commercialization framework.

Key Responsibilities
• Asset Inventory and Valuation: Conduct comprehensive survey, inventory, and valuation of PR's land and property assets using GIS technology. Assess commercial potential of station areas, yards, vacant land parcels, and other railway properties
• Commercialization Opportunity Identification: Identify and prioritize high-return commercial initiatives including retail and F&B development at stations, advertising and media rights, warehouse and logistics centers, railway-adjacent commercial real estate (offices, mixed-use), solar leasing, utility corridors, and fiber-optic rights-of-way
• Transit-Oriented Development (TOD): Identify locations suitable for TOD and mixed-use development. Assess development potential, zoning requirements, and market demand. Prepare preliminary development concepts and investment rationales
• Real Estate Development Planning: Assess PR-owned land banks for TOD, mixed-use commercial complexes, residential/affordable housing through PPP, corporate office towers, and long-term lease concessions. Prepare site-specific preliminary development plans and zoning recommendations
• Value Capture Mechanisms: Identify value-capture mechanisms including lease premiums, air-rights, annual rentals, profit sharing, and land swaps
• Station Commercial Development: Design commercial development strategies for stations including retail concessions, advertising, parking, and other revenue-generating activities
• Digital Land Management System: Develop centralized, cloud-based Digital Land and Asset Management System (LAMS) including geo-referenced maps, lease details, tenant information, rental income tracking, encroachment monitoring, and tender management modules
• Encroachment Management: Develop strategies for encroachment monitoring, prevention, and regularization where appropriate
• Leasing and Concession Framework: Develop transparent policies and guidelines for commercial leasing and concessions. Design competitive bidding processes for commercial opportunities
• Feasibility Studies: For shortlisted priority initiatives (minimum 2 projects), develop complete feasibility studies including technical feasibility, market assessment, demand forecasts, financial modeling (IRR/NPV), economic viability, environmental and social screening, institutional and regulatory assessment, and risk assessment
• PPP Transaction Structuring: Prepare complete procurement and transaction packages including design and technical specifications, prequalification documents, bidding documents (RFP), draft concession/lease/JV agreements, performance-based O&M requirements, revenue-sharing frameworks, legal documentation, and transaction structuring
• Multimodal Terminal Development: Support identification of locations for multimodal terminals. Conduct spatial planning and development concepts for freight and logistics hubs
• Market Assessment: Conduct market research on demand for various commercial uses including retail, office, residential, and logistics
• Investor Engagement: Support investor outreach and marketing of commercial opportunities. Prepare investor pitch decks and project teasers
• Implementation Roadmap: Develop implementation roadmap for commercialization initiatives including sequencing, timelines, institutional requirements, and KPIs
• Institutional Arrangements: Propose institutional arrangements for commercial development including dedicated commercial units within PR, staffing, SOPs, and governance structures
• Policy Development: Develop policy for optimal commercial utilization of PR's land assets ensuring transparency and value maximization
• Training and Capacity Building: Train Client's land and estate management staff on using digital systems and implementing commercial development strategies
Qualifications
• Bachelor's/Master's Degree Key Technical Competencies Required
• Real Estate Development: Expert knowledge of real estate development and project financing
• Transit-Oriented Development: Understanding of TOD principles and implementation
• Land Valuation: Skills in property valuation and appraisal
• GIS and Mapping: Proficiency in GIS technology for land management
• Commercial Leasing: Experience with commercial leasing and concession agreements
• PPP Structuring: Knowledge of PPP/concession structures for real estate
• Market Analysis: Skills in real estate market research and feasibility studies
• Financial Modeling: Ability to develop financial models for real estate projects
• Urban Planning: Understanding of urban planning and zoning regulations
• Asset Management: Knowledge of commercial asset management practices
