Procurement Specialist


Morpheous is seeking a Procurement Specialist to join its team to assist with current and exciting future projects. We are looking for a professional who enjoy working with people in a multidisciplinary team environment and strive for excellence. Ideally, you would be having a minimum University degree in civil engineering or an equivalent/relevant degree, preferably at Master’s level with minimum 20 years’ overall professional experience in procurement and contract management. Minimum of 15 years’ experience in similar assignments dealing with preparation of bidding documents and in procurement of Works, Goods, Consulting and non-consulting Services, preparation of strategic procurement plan (or equivalent document), assisting the IAs in early market engagement, etc. in projects funded by international financing institutions. Experience in developing countries and working with development agencies is essential. Experience in Papua New Guinea or other developing countries in the Pacific is an advantage.

Qualifications


Degree in Engineering, Quantity Surveying, Law, or Procurement Key Technical Competencies Required 

• ADB Procurement: Expert knowledge of ADB Procurement Policy (2017) and Procurement Regulations 

• FIDIC Contracts: Deep understanding of FIDIC contract forms (Red, Yellow, Silver Book) 

• Procurement Strategy: Experience developing procurement strategies and packaging for large infrastructure 

• Bid Document Preparation: Extensive experience preparing tender documents for international competitive bidding 

• Merit Point Criteria: Knowledge of merit point criteria for bid evaluation 

• Contract Administration: Understanding of contract management and administration 

• PPP Procurement: Experience with PPP/concession procurement processes 

• Quantity Surveying: Skills in BOQ preparation and cost estimation 

• Risk Allocation: Understanding of risk allocation in construction contracts 

• Market Knowledge: Understanding of contractor and supplier markets
